When a LOLER thorough examination becomes urgent
Most people search for a LOLER inspection in Manchester at one of a few specific moments. The same triggers come up week after week: –
- The Report of Thorough Examination has lapsed, or it’s about to. The previous engineer hasn’t chased you for renewal, or the relationship has gone quiet.
- A previous provider has been acquired, slowed down on responsiveness, or pushed prices up without warning.
- A near miss or HSE intervention at a sister site has prompted an estate-wide review.
- New lifting equipment has been delivered and commissioned, and it needs a baseline thorough examination before first use (unless it has a Declaration of Conformity less than 12 months old and was not assembled on site).
- A site has changed hands through acquisition, lease takeover, or a facilities-management change, and the lifting equipment register is incomplete or non-existent.
- A multi-site operator with locations across Greater Manchester needs every site brought back into compliance and put onto a single forward schedule.
If any of those describe your situation, you’re on the right page. The rest of it covers what we examine, what happens on site and who enforces LOLER in Manchester.
Lifting equipment we examine across Manchester
Manchester does not have a single industrial profile, so neither does our work here. The city contains a genuine mix of sites and we cover the full range:
- City-centre commercial property (M1, M2, M3, M4): passenger and goods lifts, escalators, building maintenance units, window-cleaning cradles, mortuary lifts, dumb waiters in hotels and restaurants, kitchen hoists, tail lifts on hospitality logistics.
- Wythenshawe and the southern industrial corridor (M22, M23): Sharston, Roundthorn and Moss Nook industrial estates. Forklifts, racking and pallet lifts, overhead cranes, tail lifts on logistics vehicles, container handlers.
- Manchester Airport and the airport area (M90): airside ground support equipment, cargo handling, container loaders, scissor lifts and access platforms.
- Inner east Manchester (M11, M12, M40): Ancoats, Ardwick, Newton Heath, Miles Platting, Openshaw. Light manufacturing, hydraulic plant, jib cranes, runway beams, gantry frames, vehicle lifts in MOT and commercial workshops.
- Inner south Manchester (M14, M19, M20, M21): Rusholme, Levenshulme, Withington, Didsbury, Chorlton. Patient hoists and beam hoists in care premises and the hospital corridor, food-trade lifting equipment in commercial bakeries and food retail, tail lifts on distribution vehicles.
We also cover the wider Manchester operational area: Trafford, Salford, and the surrounding Greater Manchester boroughs. This matters if your sites span the borough boundaries, which most multi-site operators do.
If your equipment is in this list or anything similar, we examine it. If you’re not sure whether a particular piece of kit falls under LOLER, send a photo or a short description. We’ll tell you straight rather than send a quote based on a register you haven’t fully reviewed.

What happens when our engineer arrives on site
Most buyers want to know what to expect operationally, not just what the regulation requires. A typical visit runs as follows.
1
On site.
The engineer carries out the thorough examination per LOLER Schedule 1: visual examination and functional checks, measurements of wear, and where required, non-destructive testing or load testing. Methodology depends on the equipment type and the competent person’s judgement, in line with industry standard procedures. Some disassembly or internal examination of parts may be required for certain equipment.
2
Defects.
If we identify a defect that is, or could become, a danger to people, we report it to you verbally before we leave the site, in writing in the formal report. The verbal-and-written reporting is a statutory requirement under Schedule 1, not a discretionary courtesy. Where the defect requires immediate withdrawal from service, you’ll know on the day so you can arrange repair or replacement.
3
You receive a Report of Thorough Examination for each item, containing the eleven items required by LOLER Schedule 1, including the next examination due date.
4
Records.
Reports are delivered electronically to your email address.
The administrative side matters as much as the engineering. Most procurement and FM teams in Manchester are running compliance across multiple regulations (LOLER, PUWER, PSSR, LEV) on multiple sites. The value of a competent inspector is partly the examination itself and partly the fact that the report is emailed to you successfully on time.

Who enforces LOLER in Manchester, and what that means for your reporting
Two different bodies enforce LOLER in Manchester depending on the type of work that happens at the site.
- HSE is the enforcing authority for industrial premises: manufacturing, warehousing, construction sites, the airport, factories, construction sites, schools, hospitals and most of the activity around Manchester.
- Manchester City Council’s environmental health team is the enforcing authority for most other workplaces: offices, retail, hospitality, leisure facilities, care premise and the bulk of city-centre commercial buildings.
The compliance requirement is identical in both cases. What changes is which body would investigate after an incident and which inspectorate receives the notification when the competent person finds a defect that is or could become a danger to people.
Practical implication for a Manchester operator: if your sites span both categories, say a manufacturing unit in Newton Heath plus a head office in Spinningfields, or a logistics depot in Sharston plus a customer-facing site in the Northern Quarter, both fall under LOLER but a notifiable defect on each would be reported to a different authority.

Direct contact, fast scheduling, no broker chain
The single most common feedback we get from facilities managers switching from a previous provider is that the broker-and-call-centre layer slowed everything down. Quotes took days. Schedules were uncertain until the engineer rang the morning of. Technical questions were bounced between departments.
Our model is flat:
- When you ring 01782 855481, you reach senior staff directly. Two senior engineers/directors and the company owner handle enquiries between them. They can answer technical questions on the call, give you a price and book a date.
- When you email info@gsbinspections.co.uk with an equipment list, you typically get a quote back the same working day.
- We are an Associate Member of the Safety Assessment Federation (SAFed) and hold a 5.0 Google rating across our customer base.
- We are competent persons under Regulation 9 of LOLER and likewise for PUWER, PSSR and LEV/COSHH if you need broader compliance coverage across the same sites.

Got Questions? (FAQs)
LOLER stands for Lifting Operations and Lifting Equipment Regulations. It is a set of regulations in the United Kingdom that aim to ensure the safe use of lifting equipment and protect both operators and those nearby.
The purpose of a LOLER inspection is to ensure that lifting equipment is safe to use and in proper working condition. These inspections help identify any defects or potential hazards that could compromise safety during lifting operations.
The duty to ensure compliance with LOLER lies with the owner or operator of the lifting equipment. Employers, business owners, or organisations that use lifting equipment are typically responsible for arranging LOLER inspections.
The frequency of LOLER inspections depends on the type of lifting equipment and its intended use. Generally, thorough examinations (inspections) should take place at least every six months for lifting equipment that lifts persons or lifting accessories. All other lifting equipment every 12 months.
LOLER inspections must be carried out by competent individuals with relevant knowledge and experience in inspecting and examining lifting equipment. This may be an internal employee who has received proper training or an external competent inspection service like GSB Inspections.
No! We have clients all across the UK.
No, it is essential to comply with LOLER regulations. Operating lifting equipment without a thorough examination, as required by LOLER, is not only unsafe but also illegal. GSB Inspections helps you meet these legal obligations and ensures the safety of your equipment.
Yes, failure to comply with LOLER regulations can lead to legal consequences, including fines and potential imprisonment in serious cases. Moreover, using unsafe lifting equipment puts people at risk and may lead to accidents and injuries.

You’re not the first to ask. The equipment should not be used until a current Report of Thorough Examination is in place; using lifting equipment outside the statutory examination interval is a breach of LOLER. Practically, complete the contact form today with your equipment list and we’ll reply to you as soon as possible.
Yes. We routinely cover multi-site operators with locations spread across the Manchester boroughs. If your sites are in Trafford, Salford, Stockport, Wigan, Bury, Rochdale, Oldham or Tameside as well as Manchester city, we can plan one combined visit programme rather than treat each site as a separate enquiry.
Ideally, your last full Report of Thorough Examination for each item, your equipment register and the dates of last examination. If you do not have any of that, we can still work from a physical asset list; we would just need a bit more time on the first inspection to record everything from scratch. The handover does not have to be complicated.
A LOLER thorough examination is a statutory inspection to identify defects that could compromise safety. A service is preventative maintenance — replacing worn parts, lubricating, calibrating. They are different exercises and, ideally, carried out by different people, because the competent person under LOLER must be sufficiently independent of the maintenance function to make objective findings. Many duty holders run both in parallel.
In everyday language, the same thing. “Thorough examination” is the formal term in the regulations (Regulation 9, LOLER 1998). “LOLER inspection” is what most buyers actually search for and how most equipment owners refer to it. The output of either is a statutory examination report meeting the requirements of Schedule 1.
Yes. The report covers everything required by Schedule 1 of LOLER: equipment identification, date and place of examination, defects found, recommended actions, the next due date, and the competent person’s signature and credentials. Insurers, internal auditors, and HSE inspectors all work to the same Schedule 1 standard.
Yes. We work across all 10 Greater Manchester boroughs, plus the wider North West. We have written dedicated pages for some boroughs (Manchester, Stockport, Wigan) and will add others over time, but the coverage is the same everywhere in the region. Ring 01782 855481 and we will confirm scheduling.
