Lifting Equipment We Examine in Wigan

Wigan’s industrial base runs on forklifts, overhead cranes, and warehouse hoists as much as any borough in the North West. The borough’s logistics estates, including Symmetry Park near junction 25 of the M6 and Martland Mill on the western edge of town, house a high concentration of materials-handling equipment that falls squarely within LOLER’s scope. Food and drink manufacturers along the borough’s production corridors add process hoists, goods lifts, and pallet-handling equipment to the mix.

Equipment we examine under LOLER includes:

  • Forklift trucks and lift trucks (counterbalance, reach, pallet)
  • Overhead cranes and gantry cranes
  • Chain hoists and electric wire rope hoists
  • MEWPs — cherry pickers, boom lifts, scissor lifts
  • Goods lifts and mezzanine lifts
  • Vehicle tail lifts and lorry-mounted cranes
  • Patient hoists and ceiling track hoists
  • Lifting accessories — slings, chains, shackles, hooks, eyebolts, spreader beams

LOLER applies wherever lifting equipment is used at work, regardless of whether you own it, hire it, or use it under a lease arrangement. If your site uses it, the duty to arrange thorough examination sits with you.

For forklift-specific examinations in Wigan, see our dedicated forklift truck inspections in Wigan page.

Who Enforces LOLER in Wigan, and What That Means for Your Reporting

Responsibility for LOLER enforcement in Wigan splits between two authorities depending on the nature of your premises. Understanding which one applies matters because any defect that could cause danger to a person must be reported in writing to the relevant enforcing authority.

  • HSE is the enforcing authority for industrial premises: factories, warehouses, manufacturing sites, construction sites, and logistics operations. The majority of Wigan’s LOLER-relevant workplaces fall under HSE enforcement, given the borough’s manufacturing and distribution economy.
  • Wigan Metropolitan Borough Council Environmental Health enforces in commercial premises: offices, retail units, care homes, leisure facilities, and hospitality venues. Their team can be reached via the council’s environmental health pages at wigan.gov.uk or by writing to Civic Buildings, New Market Street, Wigan WN1 1RP.

When a Report of Thorough Examination identifies a defect that constitutes, or could become, a danger, the report goes to the appropriate authority within 28 days, or immediately if the risk requires withdrawal from service.

GSB Inspections, as a SAFed Associate Member, operates to the competency standards set by the Safety Assessment Federation. Our reports identify the correct enforcing authority for each site and are formatted to meet Schedule 1 requirements.

What Happens When Our Engineer Arrives On Site

A typical examination visit in Wigan follows a consistent pattern, regardless of the equipment type or the premises. Most compliance managers find it useful to know what to expect operationally, not just what the regulation requires.

1

On site.

The engineer carries out the thorough examination per LOLER Schedule 1: visual examination and functional checks, measurements of wear, and where needed, non-destructive testing or load testing. The specific methodology depends on the equipment type and the competent person’s judgement, in line with industry standard procedures. Some disassembly or internal examination may be required for certain equipment types.

2

Defects.

Where a defect is identified that is, or could become, a danger to persons, it is reported to you verbally before the engineer leaves and in writing in the formal report. This dual reporting is a statutory requirement under Schedule 1. Where immediate withdrawal from service is required, you are told on the day so you can act before the equipment is used again.

3

A Report of Thorough Examination is issued for each item, covering the eleven items required by LOLER Schedule 1: equipment identification, place and date of examination, safe working load, defects identified, recommended actions, the date of next examination, and the competent person’s credentials.

4

Records.

Reports are delivered electronically to your email address. For multi-site operators running compliance across Wigan and other Greater Manchester locations, consistent report delivery means your records remain current without chasing.

The administrative reliability is as important as the engineering. A report that arrives on time and is formatted to Schedule 1 is what your insurers, internal auditors, and enforcing authority will ask for. That is what we deliver.

Why Businesses in Wigan Choose GSB Inspections

There is no shortage of inspection providers willing to cover the North West. The difference with GSB comes down to four things.

We only sell inspections. We do not supply lifting equipment, run maintenance contracts, or sell parts. A competent person under LOLER must be sufficiently independent of the maintenance function to make objective findings. Our independence is structural, not just claimed.

SAFed Associate Membership. We are an Associate Member of the Safety Assessment Federation, the industry body that sets competency standards for examination bodies in the UK. Our engineers work to SAFed’s code of practice, which means our reports are recognised by insurers, auditors, and HSE.

Direct contact. Your enquiry reaches the senior team directly. No call centre, no broker chain, no being handed between departments. Decisions are made quickly because the people who answer are the people who run the business.

5.0 Google rating. Our track record is public and verifiable.

Our Commitment To Your Safety

We Are A Proud Associate Member Of The Safety Assessment Federation (SAFed)

As an associate member of the Safety Assessment Federation (SAFed), GSB Inspections demonstrates our commitment to complying with industry competency standards and the code of practice set by SAFed. The borough covers not just Wigan town but the wider urban area including Leigh, Atherton, Ashton-in-Makerfield, Golborne, and Hindley.

If you operate across Greater Manchester, we can coordinate a single examination programme covering Wigan alongside Manchester, Stockport, Warrington, and elsewhere, rather than treating each site as a separate enquiry.

For operators on the Lancashire border, our Skelmersdale page covers the West Lancashire side.

Got Questions? (FAQs)

Send your equipment list and location to info@gsbinspections.co.uk or use the form on this page. We return quotes within 48 hours. Once accepted, we will confirm the visit date as soon as one is available in your area. For time-sensitive bookings, note the urgency in your message and we will prioritise accordingly.

The equipment should not be used until a current Report of Thorough Examination is in place. Using lifting equipment outside its statutory examination interval is a breach of LOLER 1998. Contact us today with your equipment list and we will arrange an examination as quickly as possible. Continued use of equipment on an expired certificate increases both the risk and your liability.

Yes. LOLER covers all lifting equipment used at work, including forklift trucks, counterbalance trucks, reach trucks, overhead cranes, chain hoists, electric wire rope hoists, MEWPs, goods lifts, and vehicle tail lifts, as well as lifting accessories such as slings, chains, shackles, and hooks. For forklift-specific examinations, see our forklift truck inspections Wigan page.

The standard frequencies are: every six months for lifting equipment that lifts people and for lifting accessories (slings, chains, shackles); every twelve months for all other lifting equipment. More frequent examination may be required where an examination scheme specifies it, or following exceptional circumstances such as damage or a significant change in operating conditions.

In everyday use, the same thing. “Thorough examination” is the formal term in the regulations, specifically Regulation 9 of LOLER 1998. “LOLER inspection” is how most duty holders and most search engines refer to it. The output of either is a statutory Report of Thorough Examination meeting the Schedule 1 requirements.

Yes. The Report of Thorough Examination covers everything required by LOLER Schedule 1: equipment identification, date and place of examination, safe working load, defects found, recommended actions, the next due date, and the competent person’s credentials. Insurers, internal auditors, and HSE all work to the same Schedule 1 standard.

Yes. We cover the full Metropolitan Borough of Wigan, WN1 through WN6, including Wigan town, Leigh, Atherton, Ashton-in-Makerfield, Golborne, and Hindley, as well as the adjacent M28, M29, M46, and WA3 postcode areas.

Yes. We cover all ten Greater Manchester boroughs and can plan a single examination programme across multiple sites rather than treating each location as a separate enquiry. If your sites span Wigan, Manchester, Warrington, or further afield, let us know in your enquiry and we will factor that into the schedule and quote.

It depends on your premises type. The HSE enforces LOLER in industrial premises: factories, warehouses, manufacturing sites, and logistics operations. Wigan Metropolitan Borough Council’s Environmental Health team enforces in commercial premises: offices, retail, care homes, and leisure venues. Any defect serious enough to require reporting to an enforcing authority must go to the correct one for your site.

LOLER (Lifting Operations and Lifting Equipment Regulations 1998) applies specifically to equipment used for lifting or lowering loads. PUWER (Provision and Use of Work Equipment Regulations 1998) applies more broadly to all work equipment. Where equipment is both lifting equipment and work equipment, both sets of regulations apply. Some equipment, such as forklift trucks, is subject to both a LOLER thorough examination and a PUWER inspection, which are separate exercises.

Yes. We are an Associate Member of the Safety Assessment Federation (SAFed), the body that sets competency standards for lifting equipment examination bodies in the UK. SAFed membership means our engineers work to a recognised code of practice and our reports are formatted to meet the expectations of insurers, auditors, and the HSE.

No. We have clients all across the UK, including throughout Greater Manchester and the wider North West. Coverage is not limited to the postcodes on this page.
