When your lifting equipment certificate cannot wait
Most of the operators who contact us are in one of a handful of recognisable situations. They are not hard to spot:
- The Report of Thorough Examination has lapsed. The previous inspector serviced the equipment and handled the LOLER cert at the same time — but you have changed maintenance contractor and the inspection has quietly dropped off the schedule.
- A piece of equipment has been on site for years, but a site management handover has left the lifting equipment register incomplete. Nobody can confirm when it was last examined, or whether it was examined at all.
- New equipment has arrived. It has a Declaration of Conformity, but it was assembled on site — which means it needs a thorough examination before first use regardless of how recent the DoC is.
- An insurance renewal, an internal audit, or an HSE visit at another site in your estate has prompted a review. The Nottingham site has lifting equipment; the records are a mix of partial, outdated, and missing.

- Beeston and the south-west corridor (NG9): Electronics manufacturing and pharmaceutical contract manufacturing. Goods lifts and cleanroom hoists in controlled environments, overhead runway beams in assembly areas, forklift trucks in bonded warehouses. Patient hoists and care equipment at care premises in the Beeston and Chilwell area.
- City centre and NG2 trade corridor (NG1, NG2, NG3): Office buildings, retail, hospitality, and the Nottingham Wholesale and Trade Park. Passenger and goods lifts in commercial buildings, mortuary lifts, tail lifts on trade vehicles, dock levellers at the wholesale corridor on the south bank of the Trent.
- NG7, NG8 and the western districts: Vehicle inspection platform hoists and two-post ramps in MOT stations and commercial vehicle workshops, scissor lifts and access platforms at manufacturing premises on Glaisdale Drive and the Lenton Lane industrial corridor.

What our engineer does when they arrive
Most buyers want to know what to expect on the day, not just what the regulation says. A typical examination visit runs as follows.

On site.
The engineer carries out the thorough examination in line with LOLER Schedule 1: systematic visual examination, functional checks, measurements of wear, and where the equipment type or its condition warrants it, load testing or non-destructive testing. Scope and method follow industry standard procedures and the competent person’s judgement. Certain equipment — vehicle lifts, overhead cranes, hoists with complex reeving — may require partial disassembly to examine internal components.

Defects.
Where a defect is found that is, or could become, a danger to people, we tell you on the day before we leave the site, and record it formally in the Report of Thorough Examination. The verbal report on the day is a statutory requirement under Schedule 1 — not an optional courtesy. If the defect requires the equipment to be taken out of service immediately, you will know on the day.

Reporting.
Each examined item receives a Report of Thorough Examination covering the eleven elements required by LOLER Schedule 1, including the next examination due date. GSB is a pure inspection firm — we do not carry out maintenance, sell parts, or hold service contracts. There is no conflict of interest between our findings and any commercial relationship.

Records.
Reports are delivered electronically to your nominated email address. If you manage compliance across multiple NG postcode sites, all reports can be directed to a single recipient or to site-specific contacts.
Who enforces LOLER in Nottingham, and what it means for your site
LOLER enforcement in Nottingham is shared between two bodies, depending on the nature of the work carried out at the premises.
- The Health and Safety Executive is responsible for industrial and construction premises: manufacturing plants, warehouses, construction sites, motor vehicle repair workshops, hospitals, schools, and most premises where the primary activity is production or processing.
- Nottingham City Council’s Safer Business team (the Environmental Health function) enforces LOLER at non-industrial premises across the city: offices, retail units, restaurants and hospitality venues, leisure facilities, care settings, and the majority of city-centre commercial buildings.
The compliance obligation under LOLER is identical in both cases. What changes is which body would investigate following an incident, and which enforcing authority receives the notification when a competent person finds a defect that is or could become a danger to people.
For operators whose estate spans both categories — a production facility in Colwick alongside head office premises in the city centre, or a Beeston warehouse beside a care setting run by the same group — a notifiable defect on each site would go to a different authority. If the HSE is the enforcing authority at your site, the East Midlands region covers Nottingham. If the council is your enforcing authority, the Safer Business team at Nottingham City Council handles workplace health and safety enforcement for city premises.

LOLER inspections in Nottingham
Under Regulation 9 of the Lifting Operations and Lifting Equipment Regulations 1998, lifting equipment used at work must be thoroughly examined at statutory intervals by a competent person. The examination produces a Report of Thorough Examination covering the requirements of Schedule 1 — including identification of the equipment, defects found, the safe working load, and the date by which the next examination is due. Standard examination intervals are six months for equipment used to lift people and for all lifting accessories, and twelve months for other lifting equipment. Where an examination scheme is in place under Regulation 9(3), the intervals and scope are defined by the scheme rather than the statutory default. GSB can work to either framework.
Lifting accessories — slings, chains, shackles, eyebolts, hooks — carry the same legal examination duty as larger equipment and are examined at six-monthly intervals. They are also the items most frequently absent from compliance schedules. If your accessories are not on your register, they should be.

Technically, the equipment should not be in use once the examination interval has passed and no current Report of Thorough Examination is in place. Operating lifting equipment outside its statutory examination interval is a breach of LOLER. The practical step is to book an examination promptly. Yes. Slings, chains, shackles, eyebolts, hooks and other lifting accessories are subject to the same LOLER duty as larger lifting equipment, and they require examination every six months. They are also the items most commonly absent from site compliance registers. If your accessories are not explicitly listed and scheduled, they should be.
A thorough examination is a statutory inspection to identify defects that are, or could become, a danger to people. It produces a formal Report of Thorough Examination. A service is preventative maintenance — lubrication, worn-part replacement, calibration. They are different activities and, ideally, carried out independently of each other. The competent person under LOLER should be sufficiently independent of the maintenance function to make objective findings. GSB carries out examinations only.
Under LOLER, the standard intervals are every six months for equipment used to lift people and for all lifting accessories; every twelve months for other lifting equipment. Where an examination scheme has been prepared under Regulation 9 of LOLER, the scheme defines the intervals and scope and may vary from the statutory defaults. If you are not sure which interval applies to a specific piece of equipment, contact us and we will confirm.
Yes. We routinely work with multi-site operators across the NG postcode area and into Derbyshire, Leicestershire and the rest of the Nottinghamshire footprint. If your sites are spread across the county or further afield, we plan a combined visit programme rather than treating each site as a separate enquiry. Send a list of sites and equipment volumes and we will work out the most efficient scheduling.
Ideally, the most recent Report of Thorough Examination for each item, your equipment register, and the dates of last examination. If those records are incomplete or unavailable, we can build a register from scratch during the first examination visit. It takes more time on site, but it is manageable. The transition does not need to be complicated.
LOLER applies to any employer or self-employed person who uses lifting equipment at work, regardless of sector. In Nottingham, that covers manufacturing, food production, electronics, construction, pharmaceutical operations, distribution and logistics, care premises, commercial property, rail infrastructure, and vehicle dismantling, among others. If lifting equipment is used in the course of work, the duty applies.
