Your LOLER Certificates Are Coming Due

LOLER compliance is straightforward when you plan ahead. If your next thorough examinations are approaching, the first step is simple: put together a list of the lifting equipment on site — forklifts, hoists, chains, slings, MEWPs, whatever you’re running — and send it through using the form on this page or by email to info@gsbinspections.co.uk. We’ll confirm scope, return a quote within 48 hours, and arrange a visit around your operational schedule.

Shropshire businesses across manufacturing, logistics, agriculture, care and construction use this process every time their examination dates come round. There are no hidden steps and no lengthy onboarding. Once you’ve confirmed, we handle everything from the site visit to the Report of Thorough Examination.

For anything you’d rather discuss first — unusual equipment, multiple sites, tight turnarounds — call us on 01782 855481. You’ll speak with someone who can give you a direct answer.

Lifting Equipment We Examine Across Shrewsbury and Shropshire

Shrewsbury’s industrial mix spans food and drink manufacturing, agricultural engineering, automotive components, distribution and logistics, construction, and care — each sector running its own particular range of lifting equipment. We carry out thorough examinations on all of it.

Across Shrewsbury and the wider SY postcode area, we regularly examine:

  • Forklifts and counterbalance trucks — common throughout the distribution and trade parks on the northern and southern edges of town
  • Overhead cranes and gantry systems — found in fabrication, engineering, and manufacturing workshops throughout Shropshire’s industrial base
  • MEWPs (mobile elevated work platforms) — cherry pickers, boom lifts, and scissor lifts used in maintenance, construction, and facilities
  • Goods lifts and platform lifts — in warehousing, commercial, and retail settings
  • Patient hoists and ceiling track hoists — in care homes and NHS facilities across the county
  • Vehicle inspection hoists — in garages and automotive workshop environments
  • Agricultural lifting equipment — tractor attachments, grain handlers, and farm-based hoists subject to LOLER where used in a work context
  • Lifting accessories — chains, wire rope slings, webbing slings, shackles, eyebolts, spreader beams, and lifting beams

If you’re unsure whether a specific piece of equipment falls within scope, give us a call and we’ll confirm straightaway. We don’t charge for that conversation.

What LOLER Actually Requires — and What Your Report Contains

The Lifting Operations and Lifting Equipment Regulations 1998 (LOLER) require that lifting equipment used at work is subject to thorough examination by a competent person at defined intervals. The standard intervals under Regulation 9 are: every 6 months for equipment used to lift people and for lifting accessories; every 12 months for other lifting equipment; or in accordance with an examination scheme drawn up by a competent person where operational circumstances make fixed intervals impractical.

1

On site.

The engineer works through the equipment systematically: structure, mechanical components, safety devices, load markings, and condition relative to the original specification. Safety-critical items such as brakes, limit switches, overload protection, and restraint mechanisms are all assessed. Some equipment may require partial disassembly or non-destructive testing.

2

Defects.

Defects are recorded in the Report of Thorough Examination and categorised by risk level. Where a defect constitutes an immediate danger, the engineer is required to notify you and the relevant enforcing authority without delay. Equipment with an immediate-danger defect must be withdrawn from service until the defect is remedied.

3

Reporting.

You receive a Report of Thorough Examination for each item, containing the items required by Schedule 1 of LOLER: equipment identification, date and nature of the examination, any defects found, actions required, and the next examination due date.

4

Records.

Reports are delivered electronically. Keep them accessible — they are statutory records that you may be asked to produce by HSE or Shropshire Council’s Environmental Health team.

The administrative side matters as much as the engineering. Most facilities and operations managers across Shrewsbury’s industrial base are running compliance across multiple regulations — LOLER, PUWER, PSSR — often across more than one site. The value of a competent inspector is partly the examination itself and partly the fact that the report arrives accurately and on time.

Who Enforces LOLER in Shrewsbury, and What That Means for Your Business

LOLER enforcement in Shrewsbury is split between two bodies, depending on the type of premises you operate.

The HSE is the enforcing authority for manufacturing, engineering, construction, agriculture, and the transport sector. If you run a fabrication shop, a food processing facility, a farm, or a building site, HSE inspectors are responsible for your LOLER compliance.

Shropshire Council’s Environmental Health team covers shops, warehouses, offices, catering premises, residential care homes, and leisure facilities. If your lifting equipment is in a warehouse, a care home, or a commercial building, Shropshire Council is the relevant enforcement authority.

Both authorities have the power to inspect your premises, request your thorough examination records, and take enforcement action where equipment is found to be non-compliant or overdue. Either can issue improvement notices or, in serious cases, prohibition notices requiring equipment to be taken out of service immediately.

Keeping thorough examinations current — and your Reports of Thorough Examination readily accessible — is the straightforward way to manage both relationships without difficulty. Our engineers carry out examinations as competent persons under Regulation 9, covering Shrewsbury and the wider Shropshire area for both HSE and Shropshire Council-regulated premises.

Our Commitment To Your Safety

We Are A Proud Associate Member Of The Safety Assessment Federation (SAFed)

As an associate member of the Safety Assessment Federation (SAFed), GSB Inspections demonstrates our commitment to complying with industry competency standards and the code of practice set by SAFed. This affiliation emphasises our dedication to maintaining the highest levels of professionalism, ensuring your safety and peace of mind.

Why Shrewsbury Businesses Choose an Independent Inspector

GSB Inspections carries out LOLER thorough examinations only. We do not sell equipment, carry out maintenance, or hold contracts for repair work. That means your inspection report is prepared by an engineer whose only interest is accuracy.

This matters in practice. A thorough examination is a statutory assessment of whether your equipment is safe to continue using, and the findings carry legal weight. Having that assessment conducted independently, by someone with no commercial stake in the outcome beyond the inspection itself, is a straightforward way to ensure the report says what it needs to say.

Beyond independence, our clients in Shrewsbury and across Shropshire deal directly with our team from first enquiry to report delivery. There is no broker arranging the work on our behalf, no call centre relaying messages, and no chain of departments to navigate. When you call 01782 855481 or email info@gsbinspections.co.uk, you reach senior staff who can answer your question, confirm your quote, or discuss an unusual piece of equipment without putting you on hold.

We hold a 5.0 Google rating from clients across the sectors we serve, and our engineers are working towards or hold professional registration with the Engineering Council.

For forklift thorough examinations specifically, see our dedicated forklift truck inspections Shrewsbury page. If your site also has pressure systems requiring examination, our PSSR inspections in Shrewsbury page covers that service separately.

Got Questions? (FAQs)

The easiest way is to send us a list of the equipment you need examined — make, model, serial number if you have it, and location on site. Use the form on this page or email info@gsbinspections.co.uk. We’ll review it and have a quote back to you within 48 hours. If you’d rather talk it through first, call 01782 855481.

Equipment used to lift people — passenger lifts, MEWPs, patient hoists — and all lifting accessories such as slings, chains, and shackles must be examined at least every six months. Most other lifting equipment, including forklifts, overhead cranes, and goods lifts, requires thorough examination at least every twelve months. Where a competent person has drawn up an examination scheme, that scheme’s intervals apply instead.

Yes, where lifting equipment is used in a work context — grain handlers, tractor-mounted lifting attachments, workshop hoists on a farm — LOLER applies. The agricultural sector is one where examination requirements are sometimes overlooked. If you’re unsure whether specific equipment falls within scope, give us a call and we’ll confirm.

A thorough examination is the statutory requirement under Regulation 9 of LOLER — a systematic, detailed examination carried out by a competent person, resulting in a Report of Thorough Examination. A pre-use inspection is a more routine check that operators or supervisors can carry out and does not require a competent person. Thorough examinations are what LOLER requires at defined intervals; inspections are good practice in between.

Defects are recorded in the Report of Thorough Examination and categorised by risk level. Where a defect requires attention but does not pose an immediate risk, the report specifies the action needed and the date by which it must be completed. Where a defect constitutes an immediate danger, the engineer is required to notify you and the relevant enforcing authority — either HSE or Shropshire Council, depending on your premises type — without delay. Equipment with an immediate-danger defect must be taken out of service until the defect is remedied.

No. Regulation 9 requires that thorough examinations are carried out by a competent person — someone with sufficient practical and theoretical knowledge and experience to detect defects and assess their significance. That is a different standard from a general H&S competence. The pre-use check (routine daily or weekly check) is different and can be done by a trained operator, but it does not fulfil the Regulation 9 requirement.
