Lifting equipment across Liverpool — from the waterfront to Speke
Liverpool does not have a single industrial profile. The city’s compliance landscape runs from deep-water port operations at the Mersey waterfront to pharmaceutical manufacturing in Speke, with demolition yards, timber merchants, bus depots, and city-centre commercial towers in between. - The waterfront and port corridor (L3): The Port of Liverpool and surrounding dock estate operate some of the most intensive lifting equipment in the region — mobile and rail-mounted gantry cranes, container handling equipment, cargo hoists, and deck lifting equipment on vessels at berth. Tail lifts on commercial vehicles serving port distribution also fall under LOLER. Marine towage operations carry their own lifting equipment exposure: tow winches, capstans, and deck cranes examined on a statutory cycle.

- Inner Liverpool — north and east (L5, L7, L13): Timber and builders’ merchants with crane-equipped yards and forklift truck inspections in Liverpool coverage across multiple depots. What happens on the day of your inspection
Most operators want to know what to expect on site, not just what the regulation requires. A typical visit follows this sequence.

On site.
The engineer carries out the thorough examination per LOLER Schedule 1: visual examination and functional checks, measurements of wear, and where the equipment or its condition requires it, non-destructive testing or load testing. The method depends on the equipment type and the competent person’s judgement, in line with industry standard procedures. Some internal examination or partial disassembly may be required for certain items.

Defects.
Where a defect is identified that is, or could become, a danger to people, we report it verbally before leaving the site and confirm it in writing in the formal report. This dual reporting is a statutory requirement under Schedule 1 — not a discretionary step. Where the defect requires immediate withdrawal from service, you will know on the day.

Reporting.
You receive a Report of Thorough Examination for each item examined, covering the eleven items required by LOLER Schedule 1, including the date of the next examination due.

Records.
Reports are delivered electronically. Most facilities and operations teams in Liverpool are managing compliance across more than one regulation — LOLER, PUWER, PSSR, and LEV often run in parallel on the same sites. Getting the report to the right inbox, on time, is part of the service.
The report you receive is the statutory document your insurer, your auditors, and HSE all work to. It covers everything required by Schedule 1 and is produced by a competent person under Regulation 9.
Who enforces LOLER in Liverpool, and what it means for your site
LOLER enforcement in Liverpool is split between two bodies, depending on the type of work carried out at the site.
- HSE is the enforcing authority for industrial premises: manufacturing, warehousing, the port estate, construction sites, logistics depots, and most of the activity along the Speke Boulevard industrial corridor and the L24 postcode area.
- Liverpool City Council’s environmental health team is the enforcing authority for most other Liverpool workplaces: offices, retail, hospitality premises, care homes, leisure facilities, and the bulk of city-centre commercial buildings. The team is based at the Cunard Building, Water Street, and handles health and safety enforcement across the city’s non-industrial sector.
The compliance requirement is identical in both cases. What changes is which authority would investigate after an incident, and which body receives the notification when a competent person identifies a defect that is or could become a danger to people.
For a Liverpool operator running sites across both categories — say, a logistics depot in Speke and a head office in the city centre — both fall under LOLER but a notifiable defect on each would be reported to a different authority. If your estate spans both, it is worth understanding the split before an incident prompts the question.

LOLER stands for the Lifting Operations and Lifting Equipment Regulations 1998. It applies to any employer or self-employed person who provides or controls lifting equipment used at work — from a forklift in a Speke warehouse to a passenger lift in a city-centre office building. If lifting equipment is used in your workplace, LOLER applies to you.
The standard intervals are every six months for equipment used to lift people and for lifting accessories including slings, chains, hooks, and shackles. All other lifting equipment requires examination at least every twelve months. Both intervals assume no written examination scheme is in place — where one is agreed with a competent person under Regulation 9, it takes precedence.
In practice, the same thing. Thorough examination is the formal statutory term under Regulation 9 of LOLER 1998. LOLER inspection is the phrase most operators and facilities managers use when searching for the service. The output of either is a Report of Thorough Examination meeting the requirements of Schedule 1.
LOLER does not specify a particular qualification, but a competent person must have the practical and theoretical knowledge, and relevant experience, to carry out the examination of the specific type of equipment involved. GSB Inspections’ engineers meet this standard and are professionally registered or working towards registration with the Engineering Council.
Yes. LOLER applies to lifting equipment used in work activities regardless of the sector. At the Port of Liverpool and surrounding dock estate, equipment such as cargo cranes, container handlers, deck cranes on vessels used for lifting operations, and capstans used to move loads can fall within scope depending on how they are used and by whom. Yes. The Report of Thorough Examination covers all eleven items required by LOLER Schedule 1: equipment identification, date and place of examination, defects found, the competent person’s recommendations, the next due date, and the examiner’s credentials. Insurers, internal auditors, and HSE all work to the same Schedule 1 standard.

Start with a physical asset walk of the site to identify every piece of lifting equipment present, including items that may not have been registered by the previous occupier. Once you have a working list, send it to us. Where the previous examination history is missing or we cannot verify the last examination date, we treat the item as requiring an immediate baseline thorough examination before use.
Yes. We routinely work with operators whose sites span Liverpool’s postcodes — from Speke and Garston in the south to Aintree and the northern suburbs. If your sites are manageable within a single visit or a short programme of visits, we will plan accordingly rather than treat each location as a separate job.
